What is Contact Tracing?
Contact tracing is a technique that helps reduce the transmission of infectious diseases, such as COVID-19. Clinics, pharmacies, and hospitals give the names of people who have newly been diagnosed with COVID-19 to their local health department in areas that use contact tracing.
The first and most successful step in containing an epidemic is Contact Tracing since tools for mass testing, and vast amounts of vaccines are unlikely to be available for immediate use in the Philippines.
Efficient tracing of connections will allow populations to restart from lock-down even before vaccines are available. The purpose of mobile contact tracing is to speed up manual contact tracing based on interviews, quickly and efficiently controlling an outbreak.
Bashir dar et al. ‘s research on Applicability of mobile Contact tracing in fighting pandemic (COVID-19): Issues, challenges, and solutions had shed light on some of the challenges and advantages of the use of mobile Contact tracing solutions to tackle COVID-19.
The research recommended that to assess accessibility, viability, and efficacy, contact tracing tools should have an Assessment Method for mobile Contact tracing solutions.
How is Contact Tracing an anti covid19 solution?
Seemingly simple, contact tracing is the process of identifying all people that a COVID-19 patient has come in contact with in the last two weeks. In reality, is a big challenge.
Since contact tracing identifies people who had come in Contact with a COVID-19 patient in the last two weeks, this may sound easier said than done.
Dr. Stéphane Hugonnet, Medical Doctor and Epidemiologist and Unit Head of WHO Health Emergency Programme, stated, “Contact tracing is crucial to identify cases and their contacts and prevent resurgence rapidly.”
However, contact tracing can be difficult and time-consuming, especially in COVID-19, as the virus can be spread between individuals without the symptoms manifesting.
The great news is, a wide variety of automated technologies are surfacing around the world to cut back on the manpower required to handle these operations.
When to Initiate Contact Tracing?
Case investigation and contact tracing activities should be implemented at two distinct points in an epidemic:
At two different stages in an outbreak, case investigation and contact tracing tasks should be performed:
First, early on in an epidemic, case investigation and contact tracing are required during the control process to avoid spread and deter a significant outbreak from happening.
Stricter environmental prevention strategies (such as stay-at-home orders, company openings, etc.) must be enforced if attempts to curb the disease are ineffective and widespread dissemination continues in the Community.
The transmission will continue to decrease if the strict reduction steps are successful, and the population will enter a period of suppression.
Second, as the population reaches the containment process of the outbreak before the prevention steps are completely lifted, the municipality can enforce or ramp up case analysis and communication tracking efforts to minimize community dissemination.
The decision to start or scale up the case investigation and contact tracing activities of COVID-19 will be particular to each region. It will focus on the extent of community dissemination, the nature of the Community and its communities, and the local potential for case investigation and contact tracing to be carried out.
Case investigation and contact tracing practices must be adequately resourced and generally embraced in every location where they are introduced.
How to enforce Contact Tracing?
Symptomatic and asymptomatic close contacts with patients with confirmed and suspected COVID-19 should be tested and tracked in jurisdictions with monitoring capability.
Jurisdictions should be driven by the local features of disease spread, demographics, and public health and health system capability while prioritizing close connections for assessment and surveillance. For particular cases, individual states require compulsory testing. Local decisions are based on local guidelines and requirements.
Rapid Notification of Exposure
IOT Face Recognition with Thermal Detection and Contact Tracing Solution AUTOMATES the following:
- Automatic Taking of Temperature: As against Manually Taking the Temperature using Handheld Thermometer.
- Automatic Logging of Temperature: as against manually encoding the temperature in the Contact Trace Application. This reduces typo error and increases the efficiency and accuracy of temperature logging.
- Link the Auto-Temperature Logged with the Credentials of the Visitor or Employee via QR Codes. The QR Code contains the vital information of Visitor/Employee to the establishment such as Name, Address, Mobile Phone, Email, etc.
- A big establishment like Shopping Mall, Grocery, Airport, Seaport, Train Stations, etc., may have several of these Face Recognition devices spread across the Facility’s different entrances. The Face Recognition Device will be automatically logging temperature and QR Code information and store all these Contact Trace Information on the device memory itself and downloads them to a Central Server in real-time if the Facility has a good and reliable local area network (LAN) or Internet connection. With the Philippines’ current situation having inadequate internet coverage, our solution can store these contact trace information offline without any internet connection. The data can later be upload to the Central Server when an internet connection is available or manually using USB Thumb drives.
- These contact trace information are gathered to create big data of visitors and employee whereabouts at a particular time and date. Once a COVID-19 positive patient is identified, the database can be easily searched for close contacts. In turn, these close contacts can be sent SMS messages or email messages to alert them about the “close contact.” Of course, when alerted about the possibility of close Contact with a COVID-19 positive patient, you will do all the precautionary measures to avoid further transmitting the disease inside your workplace and your place of residence. Measures such as taking an RT-PCR Swab test, stringent washing of hands, and wearing the mask in public places and inside your home, social distancing should be quickly implemented. We expect that this automated and rapid notification will break the chain of disease exposure and transmission.
- Advantages of the CALMS SafeScan & Go Contact Trace Application are its reliability and independence from internet connection. It is also NOT reliant on a visitor having a smartphone to perform the contact trace process. CALMS addresses two of the most significant limitations of Cloud-Based Contact Tracing Applications: Internet Connection and Availability of a Smartphone. With this solution, we can assure a high percentage of digitally gathering all the contact trace information into the Contact Trace App without the usual paper-and-pen manual logging solution.
Contact Tracing Tools
Case Management Tools
Case management tools for case investigation and contact tracing collect contact details and help increase manual contact tracing and medical surveillance methodologies. Generally, a case management tool should have the following capabilities:
- Ability to protect the integrity of records and the protection of contact information, which is essential for preserving mutual interest in the usage of every case management tool.
- Interoperability capabilities to accept feedback from public health agencies (PHAs), information systems, and laboratory systems (including central, state, national, and territorial public health departments), either by import or real-time synchronization.
- Capacity to facilitate the identification and documenting, both through manual entry by the PHA and case self-reporting, of recorded COVID-19 patient contact experiences.
- Ability to deliver various formats of alerts, such as voice messages, tweets, and SMS.
- Capability for contact-generated and system-generated warnings or workflows (e.g., facilitation of sufficient follow-up, symptom appearance, request for details through Contact).
- Ability to generate individual and aggregate data supporting worker and process measurements at the PHA level, as described above.
Medical Monitoring Tools
As case management tools are developed, it is critical to ensure the information is appropriately used and that patient information security and confidentiality are maintained.
Health departments are currently using a range of patient screening methods to interact with clients and contacts about TB and other infectious diseases.
These methods can help increase patient surveillance’s efficacy for both the direct presence of high-risk persons (e.g., Skype, Facetime, Zoom) and the self-reporting of regular temperature regulation, signs, and effects (e.g., reported video) for those diagnosed or exposed to COVID-19.
In comparison, to drive system-generated warnings, some case management programs have built-in technologies (e.g., an invitation to check-in the day before patient self-isolation ends or communication self-quarantine).
It is vital to ensure that the information is used correctly and that patient information protection and confidentiality are protected as case management tools are established.
Proximity Tracking Tools
To monitor proximity and sensitivity to people who may have COVID-19, several programs suggest using smartphones as “sensors.” Proximity-tracking instruments have been introduced in many countries, including in the Philippines, to overcome many conventional case detection and contact tracing problems.
Potential Advantages of Tools for Contact Tracing
- By prioritizing individual trust, it theoretically provides a greater chance of buying-in from patients and consumers.
- Increased capability of the case investigator and contact tracer staff can minimize the workload of manual elicitation of contacts, help identify contacts in a timelier fashion, promote contact exchange, and help ensure rapid contact isolation to disrupt the transmission chain.
- Increase the detection of connections by recognizing potentially undisclosed contacts.
- Provides a more detailed history of mobility, allowing contacts to further detail their travels and provide more reliable information to public health agencies in the aggregate.
- Provides proximity granularity and relevant temporal details that can help stratify contacts into various exposure danger groups that PHAs may align with other tracing, warning, and tracking levels.
Contact Tracing Implementation Challenges
To achieve more applications for sizeable public use, social mobilization, and mass promotion, media campaigns are essential.
Building and retaining public faith in the capacity and purpose of PHA to protect people’s privacy is key to the universal implementation of emerging technology.
Systems are required without undermining current workflows’ credibility and defending against false-positive warnings to incorporate diverse data sources into PHA information systems.
Contact Tracing Solutions According to Market Segments
Community Version: Local Government Units (Cities, Provinces, Subdivision, Mixed-Used Integrated Industrial Zone-like EPZA)
Community is defined as a group of people living together or doing business in the same place. Communities may share a sense of belonging in a location situated in a given geographical area. A governing body typically manages the community with a Leader. For a city, it will be the City Mayor. It will be a governor for a province; it will be the Property Manager for an industrial zone. The leader and the governing body have the ultimate responsibility of keeping every community member safe from the COVID19 pandemic. And they will implement rules and policies to ensure a safe community.
This is the target of CALMS Contact Tracing for the Community Version. Each community member and the visitor will be asked to download the SCAN Me App, which will generate the QR Code with contact trace information.
On the other hand, Establishment, Business Owners, Restaurants, Groceries operating in the Community will need to acquire the Safe Scan and Go Mobile Application, which will capture the Members and Visitors’ QR Code visit their establishment. Bigger establishments will prefer to install the Face Recognition with Fever Detection to automate the temperature capture and contact trace process to provide a convenient user experience and invite more members to visit their Facility.
Buildings and Facility Version: Commercial Office Building, Condominiums, Factory, and Private Office
Building and Facilities are smaller units compared to the Community. The Property Manager is in charge of keeping the Building safe for Tenants, Visitors, and Contractors. On the other hand, Facilities are managed by the Company Officers who are more concerned with the large population of employees and a lesser degree visitors and contractors.
The Building and Facility Version has evolved from a Contact Trace Application, similar to the Community Version, but has evolved to integrate with:
- Automatic Temperature Detection
- Digitized Daily Health Questionnaire
- Visitor Management
- Lobby Turnstile Access Control
- Elevator Access Control

Contact Tracing for Business Employers
What employers should know about COVID-19 case investigation and contact tracing
Health department staff can be overwhelmed by providing the high number of COVID-19 cases reported to health departments and how rapidly and efficiently the virus spreads. Employer assistance can help restrict the distribution of COVID-19 in the work environment when required by the health department.
Employer involvement
Job-status and work environment, regarding people with whom they were in direct contact, and sites visited during the era in which they may have spread COVID-19 to others.
Suppose the health department knows that an individual is confirmed or is a possible COVID-19 case and was in a workplace where there might have been close contact with others (staff, clients, or community members). In that case, the health department may contact the employer, employees, or clients to let them know about possible exposures.
The infected person’s private records, including their identity and other sensitive identifying details, will be safeguarded and not released without their consent.
Employers will support the health department by recognizing possible contacts employed in the same location and on the same shift, hosting a site tour to observe the workplace for health department workers, and make suggestions for workplace operations to help deter further transmission of the virus cooperation with employees.
Based on many factors, the degree of Contact between the health department and an employer can vary, such as the size and type of workplace, the number of cases affecting the workplace, the ability of the health department, and local, state, and federal laws and regulations in the Philippines.
Preparing to collaborate with the health department
What employers can do to help combat COVID-19 in the workplace:
-
Create and implement a control plan.
Having a contingency strategy for COVID-19 will help employers determine the risk and focus on avoiding the workplace spread. Creating the control plan would also allow employees to quickly obtain employee and job information, if necessary, to aid future case investigations conducted by the health department and Contact tracing in the Philippines.
-
Collect information about the workplace.
One of the most helpful things an employer can do is a plan and quickly supply the health department with details and documents about the workplace, possible contacts in the workplace, and, if necessary, activities in the workplace, without sharing sensitive employee records or company information.
Take note that all practices and data gathered by an employer should be restricted to the job area and be compliant with relevant laws and regulations on local, state, and federal privacy, health / medical, and workplace.
-
Support employees with prevention activities.
Employers must be free from recognized risks that are liable to cause death or significant bodily injury and have a clean and stable workplace.
Suppose a staff employee, client, or guest has signs associated with COVID-19, self-reported diagnosis of COVID-19, or near Contact with others with documented or probable COVID-19. In that case, an employer should take action immediately by undertaking workplace threat identification and avoidance practices. These acts will help to restrict the occupational spread of COVID-19.
-
Communicate with employees.
Employers should notify workers that the health department will contact those living with COVID-19 or those directly touched with those testing positives for COVID-19.
Moreover, employers should allow staff to collaborate with the health department to address their sickness, exposure, and interactions to restrict the further spread of COVID-19 by the health department.
When workers are alerted by a COVID-19 exposure, they must adhere to the workplace’s rules and protections and medical privacy.
Employers may also advise staff that when the health department notifies people who have been exposed in the workplace (contacts). They can only disclose that they could have been exposed to COVID-19; they will not share contacts with names or other sensitive or medical knowledge about the situation.
Based on the exposure, the health department will give guidelines for monitoring and quarantine.

Contact Tracing for Customers / Visitors
Regulatory Approach on Contact Tracing for Customers/Visitors
The National Privacy Commission (NPC) released NPC PHE Bulletin No. 15 as guidelines to various establishments on the proper handling and protection of personal data collected from customers and visitors.
These establishments include barbershops, salons, restaurants, and fast-food businesses, about the guidelines covering such establishments issued by the Department of Trade and Industry (DTI).
-
Collect only what is necessary.
Personal data collection should be limited to the information needed under current government issuances, and the processing of such information should be proportionate to the purpose of contact tracing. Institutions can follow sample health checklist forms issued by government departments.
-
Be transparent.
The establishments should notify their clients and tourists of the processing and explanations to collect their data.
This can be accomplished by publishing a privacy notice that is readily available inside the institution’s grounds or whether electronic means are used, displayed before selection on the website.
It should be easy to access and appreciate the privacy notice, and it should use simple and straightforward language.
-
Use information for the declared purpose.
It is not permissible to reuse personal data gathered for reasons other than contact tracing and to store data for speculative use. It is the duty of institutions to alert their workers and third-party service providers, such as security officers, that doing so is punishable under the Data Privacy Act of 2012 (DPA).
-
Implement security measures.
To protect their clients’ and guests’ data from any unintentional or unauthorized collection, modification, dissemination, and loss, institutions have a responsibility to enforce fair and adequate protections (organizational, physical, and technological protection measures).
-
Keep the data for a limited period.
The personal data obtained for communication monitoring purposes shall only be kept for a time approved under current government issuances. After that, securely, all personal data can be disposed of.
Actions to Consider on Contact Tracing for Customers / Visitors
Clients who are part of the businesses covered must comply with the recommendations to avoid any data protection and security problems. If you’re a business looking into DTI guidelines, please refer to the links below:

Face recognition
Different forms of artificial intelligence and surveillance technologies are gradually being used worldwide as a tool in the war against COVID-19.
Face recognition technology requires the collection of biometric data for the specific purpose of recognizing an individual that, for the GDPR, constitutes a “special category” of personal data.
Its use is subject to more strict criteria, and an adequate legal framework must be provided for the processing of such data. Before such technologies can be implemented, data privacy effect tests would almost inevitably be needed.
SenseTime Temperature Measurement Face Recognition Terminal
The SenseThunder-E Mini is a 2-in-1 contactless temperature measurement and facial recognition-integrated terminal. SenseTime develops this tool, and it leverages the latest facial recognition and deep learning algorithms to link the detected body temperature with the corresponding profile accurately.
It can detect the person’s temperature with an almost half-a-second speed (0.5s), and it uses 10,000 + temperature points. Additionally, it can recognize facial masks and alert if a person is not wearing one.
Face Recognition with Thermal Temperature Detection
To help fight the COVID-19 virus, the SL5003CNT face recognition terminal was specially developed. Also, to access authentication using facial features, it has unique features such as a temperature sensor to test the forehead’s temperature and announce an alert when some abnormality is observed.
It makes entrance through the door or Turnstile when the usual forehead temperature is detected. But a voice alarm will remind the worker when it senses the temperature is above the threshold.
Iris Recognition
According to the Global Times, Biometric iris recognition technology could solve problems caused by COVID-19, such as facial recognition’s inability to recognize people when wearing masks.
Iris Recognition with Temperature Detection
As you might know, there’s a lot of faces + thermal product identification. But if you are wearing a mask, the accuracy of facial recognition should be lower. On the other hand, wearing a mask does not impair iris detection.
Besides, with the EF-45N containing the latest Iris and Face algorithm, it can be retrofit with a thermal camera for automatic temperature detection.
For human body temperature measurements, the TS100 thermal sensor for the EF-45N iris recognition device offers the best precision of infrared imaging technology.
The TS100 thermal sensor for the EF-45N iris recognition system provides the highest accuracy of infrared imaging technology for human body temperature measurements.
